Livmor Opens Private Preview of Carrier Command, AI-Powered Market Intelligence for Every Medicare Advantage Carrier in Every State
Distributed by ScoopByte · Originally issued via PR Newswire
Plans can see share, risk, rebate, Star Ratings, benefit design, and county standing against the market across 50 states and D.C. and connect their own data through an API.
PORTLAND, Ore., Nov. 5, 2026 — Livmor today opened a private preview of Carrier Command, an AI-powered market intelligence platform for Medicare Advantage plans, ahead of its Dec. 1 launch. Each month, Carrier Command reads every carrier in every state across 3,190 counties and delivers a written account of where a plan stands against the market and why, with every figure tied to its source and date.
Carrier Command arrives as the market resets for 2027. The number of Medicare Advantage contracts falls from 704 to 654, according to Livmor's analysis of CMS landscape files. 2.8 million Medicare Advantage members are in plans closing without an automatic transition and must actively choose new coverage, according to Wakely. CMS's 2027 Star Ratings also cut the number of Medicare Advantage prescription drug contracts rated four stars or higher from 229 to 188, and four stars is the threshold for the quality bonus payments these ratings set for 2028.
"2027 is the year the Medicare Advantage market resets, and the plans that come out ahead will be the ones that see it first," said David Kohel, CEO of Livmor. "Right now, smart teams spend weeks rebuilding the same market picture by hand. Carrier Command's AI reads every carrier in every county every month, so those teams can spend their time deciding instead of assembling."
Four tools for a plan's biggest decisions
- AI-powered monthly market read: Puts a plan's position against its competitors in writing each month, with a five-test verdict on whether its risk score reflects healthier members or coding intensity.
- Stars manager: Recomputes a contract's rating, estimates next year's cut points and finds the lowest-cost path to the next half star.
- Contract shuffler: Models moving counties between contracts three ways, each under a stated CMS rule, and shows the revenue kept and the rating that results.
- Network builder: Maps nine kinds of providers, lets a plan build a network by click and runs an adequacy pre-check by county before it files.
Every page has an AI copilot that answers plain-language questions from that page's own numbers. A strategy lead can ask about a county or competitor and get an answer tied to dated figures, without waiting on a custom data pull.
What's inside: 21 working pages in four areas
- Markets: Each carrier's standing in every state, including share, risk adjustment and V28 exposure, plus the monthly read of its position.
- Plans: Star Ratings, benefit design, member experience, dual eligibles and contract structure, including next year's premiums, MOOP, dental, OTC and give-back.
- Outlook: What changes in January, an AEP forecast with a range for each carrier, and every plan that ends, consolidates, shrinks or enters a new county.
- Providers: A network builder with an adequacy pre-check, competitors' published directories and hospital reports with negotiated Medicare Advantage rates by DRG where hospitals publish them.
Built to be checked
Carrier Command's market figures come from published sources, including CMS, the Census Bureau, and hospital price-transparency files. Each figure names its data vintage, and each page carries its tables and downloads. AEP forecasts are back-tested in the open.
Connect your own data
Plans can connect their internal data to Carrier Command through the Livmor Developer API. When a plan loads its measured scores or membership by county, the same pages recompute on its own numbers, so it can see its internal figures against the full market.
Availability
Carrier Command is available today in private preview for Medicare Advantage plans and launches Dec. 1. Pages refresh monthly as CMS posts new enrollment data. Request early access at livmor.ai/carrier-command.
